As a licensed USCG captain, I constantly monitor weather conditions. Rain is not generally a reason to cancel a charter but wind can certainly be just cause.
The term "rough" applies to waves and how a boat will pitch, roll and be unstable. Waves, of course, are created by wind and currents. If it's rough or the forecast predicts that it will become too rough to head out, I will cancel the charter with no cost to the customer. A new charter date will be scheduled or the fee refunded.
If the customer decides it's too rough prior to leaving the dock, the same policy will apply.
If, however, we have departed from the dock and the customer decides it's too rough or wants to head in for any other reason, the charter fee stands as is. If the captain decides to return early due to weather conditions, mechanical concerns or for any other reason the charter fee will be adjusted accordingly. If it then becomes safe to head out again, we will do so.
